I beleve thats the 7th gen ipad which dose not support the second gen apple pencle so no it will not work.

The 2nd generation Apple Pencil will NOT work with A2197, but the 1st generation Apple Pencil WILL work with A2197

No it would not. This only works with the iPad Pro 12.9 inch 3rd and 4th gen and iPad Pro 11 1st and 2nd gen for now.
