• iPad works on Wi-Fi without any cell service. The att sim allows you to do things over cellular service while not on Wi-Fi ….. if not on either . The iPad will do everything except downloads, messages, calls, web, etc.

• No the cellular options come active after setting up a prepaid chunk of DATA during setup or as an added line through your existing carrier. They can still be used with wifi.

• if you have Wifi service you can just connect to your wifi
