Q: Do you need to add the At&t service in order for iPad to work?
A: iPad works on Wi-Fi without any cell service. The att sim allows you to do things over cellular service while not on Wi-Fi ….. if not on either . The iPad will do everything except downloads, messages, calls, web, etc.
