Yes. Use a Thunderbolt/Thunderbolt 2 cable from the MacBook Pro and attach a Thunderbolt 2 to Thunderbolt 3 adapter on the other end. Then plug the Thunderbolt 3 side of the adapter into the Belkin Thunderbolt 3 docking station.
