Yes; if you sell your Apple Watch, and you purchased AppleCare for the device, it is definitely transferrable to the buyer of your device. The AppleCare is associated with the serial number; so if you sell it, as long as it's disconnected from your iCloud and re-registered with your buyer's iCloud, everything is transferrable.
