The adapter that comes with the X540L is a universal power adapter. Input: 120Volt - 240Volt AC, 50/60 Hz, 1.2 Amp Output: 19 volts DC, 2.37Amps It should work in any country with the proper plug adapter. It comes with the standard USA 2 blade, non-polarized, plug. The battery voltage is probably 18.0 volts so that charger is capable of charging the battery 100% while outputting 19 volts. The battery is not removable...so can't measure voltage for you. It is lithium-Ion; the nominal voltage of LI-ION cells is 3.6 volts. The internal battery is probably made up of 5 Li-ion cells -> 18.0 volts in series
