“CPU Loud noise? So fairly technical person asking this, but my CPU sounds pretty loud even when not is a lot going on. It is that almost static sound coming from the computer, is this normal with others?”

No its not normal. And it's not the CPU. It could be the fan on the heatsink. CPUs dont make noise. Mine is whisper quiet even on fallout 4.
