• Yes, you can upgrade both down the line. The other answer is wrong, the CPU can be removed from the motherboard with no problem.

• Definitely CPU can be upgraded, I upgraded to an i7 with an Intel Core I7 6700, 3.4 GHZ, 8 MB Cache, LGA1151 but expensive. As for the GPU, did not investigate this one but assume yes as well.

• CPU, I don't believe so. From what I could see the CPU is mounted into the motherboard and therefore cannot be removed. The GPU absolutely can.
