Absolutely. I use it for video and the SSD drive makes it great for video. Runs Adobe Premier Pro CC 2017 with no issue whatsoever.

I don't see why not. It really depends on if you have to render it into another format. My editor uses a lot of GPU, but when I use handbrake to convert file types, it is heavy on my CPU. But, the processor is upgrade-able to an i7 with a LGA 1151 Socket down the road if necessary.
