“Does an external display hooked up through the USB C display port get serviced from the 4070 dedicated graphics card, or would an external display be driven from integrated graphics processing from the CPU? Same question for the HDMI port.”

Both the USB-C and HDMI ports are connected to the integrated GPU, by default. It will automatically switch to the discreet GPU if more graphics processing power is required.
