• the asus rog ally is a pc it doesn't need a pc to run. my asus rog ally has replaced my desktop i put my asus on a dock that has my wireless keyboard and gaming mouse connected to my monitor and it runs great

• Yes, this can play local games and does not require you to stream from a desktop. Works fine on an airplane.
