• The back fan would not spin. it'll spin if it gets hot Download Armory Crate (Should come pre-installed) and modify the CPU Speed Manually (Performance or Turbo Also works)

• Depends on what mode you use. On normal/performance mode, it will turn on occasionally to cool as needed to reserve power for other systems. Turbo mode will keep it on for gaming and focus on cooling.
