Thunderbolt 3 is a port created my Intel and Micron and has the ability to serve as many different ports. It can adapt into basically any other port given the right adapter and can carry data very fast(40gbps). Yes you would be able to connect this to a TV because it has an HDMI port. Performance should be fine at 4k but you wont be playing GTA V or Tomb Raider at that resolution.
