The GPU will run at PCIe 3.0 speeds, the PCIe standard is backwards compatible.

PCIE 4.0 compliant cards MUST be capable of communication on buses 4,3,2, and 1.0 specification to maintain compliance. A card designed to implement the PCIE signaling for the 4.0 standard will just slow down it's signaling to 3.0 standards - same with motherboards and processors that use 2.0 or even 1.0 standards. Similar to how PCIE x16 lane cards will work in a slot that is not electrically connected to all 16 lanes - it will simply negotiate a lower speed and lane count.
