Yes you can overclock with the 10850k. The 10850K is a 10 generation cpu and the Z490e accepts that that version.

Absolutely it will work. I have that exact setup and it is excellent. Paired with an EVGA FTW3 Ultra and you'll be 4k ray tracing if you want.
