Found the solution! Turn up your keyboard back light. Makes no sense, hopefully Asus can fix this soon. At no keyboard backlight, I can hear the whining you talk about. At max back light, it goes away basically completely. If I turn the back light off, it comes right back.
Sorry, there was a problem. Please try again later.Yes! It seems to be an issue with AMD's Cool'n'Quiet technology which ramps up and down the CPU's frequency and therefore the voltage. These voltage changes from 680 mV to 1250 mV (what I've seen in Armoury Crate) are what create the noise. This theory is backed up by the fact that in BIOS, where the voltage is held constant, or under load, where the CPU frequencies stay high, the whining ceases. AMD needs to reduce such high ramping to lessen the painful R2D2 noises coming from somewhere underneath the arrow keys. Or, if ASUS could allow us to shut off Cool'n'Quiet in BIOS, knowing it would hurt our battery life.

Sorry, there was a problem. Please try again later.My G14 started doing this and it was driving me so crazy that I wasn't able to use it. I just figured out the cause and it's absurd... Turns out that using the USB-C port on the right-hand side of the laptop is what causes it for me. I now have two USB-C hubs that are worthless with this machine. Those of us who got this laptop early on got screwed. Asus support is pretty awful and Best Buy's extended warranty replacement process is a sham. You have to send it in to get fixed (each time taking a few weeks) and they won't actually replace it unless it is sent in to be fixed 3 times and the issue still persists. This is no doubt an intentionally arduous process that Best Buy hopes will make people not bother to seek replacements or even repairs. How many of us want to go without our computer for two months?

I've read it has to do with AMD's Cool'n'Quiet ramping the frequencies and therefore the voltage up and down quickly. This theory is supported by the fact that in bios there's no whine since the voltage is fixed.
