You can use software like MSI Afterburner to increase the wattage of the GPU, however be warned that doing so will nullify the manufacturer's warranty and you run the real risk of frying the laptop if you don't know what you're doing. I also want to point out that the 80 watts is just the "base power" setting, Nvidia does include DynamicBoost 2.0 with the new RTX 3060 GPUs which will increase the wattage by an additional 15w while doing "intensive" tasks like gaming. Finally, you should be aware that a GPU's value & performance isn't just about watts or frames-per-second, you also have to consider the fact that newer GPUs are built using better architecture (Volta vs Turing which is what the RTX 2060 uses) as well as the RTX 3060 has better support for other features like Ray Tracing, DLSS, etc. Hope this answer helps!
