“This might be a little confusing but bare with me. So I want to get this router but I don’t know if once when I buy it, who would I be paying monthly for the WiFi. I got CenturyLink. So do I keep on paying CenturyLink for the WiFi or do I pay Best Buy”

This router does not have a monthly fee. Once you buy the hardware, it is yours to keep. You would need to contact an Internet Service Provider for access to the internet.
