“Since the power adapter is 65 W and I’m assuming it’s a USB Type C adapter, is it safe to assume each of two USB 4 ports accepts up to 65 W as needed by the computer at any given time? Does the USB Type A port also accept 65 W of power?”

The USB A port does not take power in. No laptop USB A port will take power in. Also, 65W is well above the power rating for a USB A port.
