“Is this table capable of sending and receiving text messages? I have an adroid phone and a Chromebook which I am able to send and receive messages from. I also have an ipad which I can send messages from and I am thinking of replacing it with this.”

No. This Android tablet does not have cellular modems like cell phones and no native applications (Messenger & Dialer & Contacts) embedded.
