• The only way you going to be able to text through that cell phone is with messenger because you do have to activated to be able to text

• Hi John, Yes, you can still use it on WiFi for data, but it will not have a number so you can call or text. You need to have an active plan to get a phone number through us. David, AT&T Community Specialist
