• The LG Phoenix 4 can be used without a prepaid phone plan though some features will not be able to be used such as calling or texting without the Prepaid Plan. ^CP

• YES! That is exactly why I bought one. I bought it for my 6 year old to play Pokemon Go with me. I never activated the phone, it just runs off wifi. When we are out and about I turn on my hot spot on my phone and she is good to play with me on Pokemon. I bought a $9 case on Amazon that came with a free screen protector, works great for a 6 year old. The lag would drive me crazy, but my daughter doesn't seem to care.
