• No, SIM comes inside device. Just need to activate account (can load with prepaid card or online).

• No SIM card is needed, but you need to get a phone number assigned to the device, there is no charge for the phone number... I had mine downloaded at at&t...and buy an att go card or call a 1-800 number th reload...
