• Nope. It is designed to plug into the computer access port on a vehicle. There's no way that I know of for it to be connected to a laptop. Totally different application.

• The adaptor can be used with windows 7. The machines on look at it as a wireless access point. The adaptor its self is for the any car with a OBI II plug
