“Will this fix windows as it starts up . It begins too then it just shows the little spinny thing going and window won’t complete start up just spins like it’s missing drivers maybe ?”

If Windows will not fully boot up then you would not be able to install Fix it to run the Fix tools. The Fix it CD is a bootable CD. You could use this recovery tools to try restoring to a Windows restore point and then see if it will launch Windows fully.
