Is this camera compatible with an HP 110-430 PC? null

This camera is only supported on Windows 7/8/10. The HP 110-430 PC has a 2.4GHz Dual core Intel D Celeron J1800 which should be powerful enough to run the USB 2.0 webcam, but is below the minimum requirements for the AverMedia CamEngine special effects software (which is not needed for just using the camera). If it runs a recent version of Windows, then yes, it will be compatible.
