I say yes, it says charge and sync (usually means it has all the internal blades you may need). I used it to turn my cord that is Type "A" to Type "B" micro into the type "A" to type "C" . Also, I am pretty sure that USB 3.1 is the same as USB "C", anyone agree?

Not sure. I use it to switch from a micro-USB cable to the USB-C adapter on my phone.
