No. You use the Wemo app to connect to your router.

I don't believe iCloud needs to be on. Mine will function if I am away from home over the cellular network. When I'm at home my cell phone logs onto my wifi network where I have the same functions. I do have a family member with an iPhone and iCloud is not on and it functions through what I described above.
Sorry, there was a problem. Please try again later.There is an out of home proxy that connects the app to your home when you are not in wifi range. This is done automatically in the app so you can use your phone data plan, iCloud features are not necessary.
