You have to go into the Alexa app and add the WeMo network so it can be recognized

First add WeMo to Alexa's Skills, then add the switch via Alexa's Smart Home. Skills and Smart Home can be found when you tap the three horizontal lines in the top left corner of the Alexa app.

Set it up in the application on a mobile device first then allow alexa to discover the device with the smart home process.

Go to the Alexa app, under smart home. If it shows up but isn't highlighted remove the device and rescan. It will find it and it should work. I had the same problem.

I ended up using Yonomi to get most of my smart devices to work with Alexa. While Alexa can interact directly you can setup activities that control multiple devices and use conditions such as date, time, and location that can be activated with a single command using Alexa.

After you have installed the app for Wemo and ensure the switch is working with the Wemo app, simply go to the Alexa app, go to Skills and search for Wemo, then enable the Wemo skill. Then go to Home Control in the Alexa app and search for devices. Whatever you named your device in Wemo should appear and be controllable by Alexa by name. In Alexa app, you can then create a group name for that device so you can address it by another name or as part of a room. Then say, "Alexa, turn on Living Room," or "Alexa, turn on table lamp..."

All you need to do is scan for devices on Alexa.amazon.com from the smart home tab. No skill is required. Only that the echo and the WeMo be on the same network.
