“I have a brand new charger. After 3 hrs charging it only 2 LED lights are on, 3rd one is blinking & 4th is not lit at all. How do I know when it's fully charged? Or if Its it defective? Or just not charging at all? Product manual Isn't clear at all.”

Thank you for reaching out. When the four LED lights are on, it means the charger is fully charged. If the third light is blinking, it indicates that the charger is still working to reach 50-70%. If the fourth LED light is blinking, it means the charger is still working to reach 70-100% battery capacity. I hope this information is helpful.
