Probably meant mm. That would make it 4"x4". With that said, my plate is 8x8 or 203 mm x 203mm.

I can’t confirm exact max as used the base for my application and not the arms, but looking at holding arms up I would say AROUND 16”x16” (maybe 16x18” ) max for mounting holes on tv back is what could fit, nowhere near the meter x meter mentioned
Used on a 42”  dia tv without the arms
