Because one of the few flaws with this machine is when you lean handle back, to use it. Water reaches the full mark when it is only 1/3 full. Another is it could sometimes use some extra weight in front right above the brushes, depending on your carpet. One way to get the suction to work a little longer is to lift the handle a little higher if you can. That also helps a little with the weight on the front.
