• only streaming over ethernet or wifi. there is a cheaper OTA tivo.

• You need a wired cable connection because the card only decodes digital signals over the coax line. Some options might be to have a friend connect the TiVo in a lower floor apt and then "cast" the signal to a smart tv or tablet?
