Just turn on the Wi-Fi you don't have to pay for service of you are planing to just use the Wi-Fi.

Unbox it and assemble according to the instructions. When you turn on the phone keep proceeding until the phone stops you. No activation. Only if you want service from Boost. In other words the phone functions as a tablet or PC without phone service. You can use Facebook and Google+ for free voice calls over WiFi.
