• Sort of. For cellular calls, no. However, it will work for wifi/voip calling features such as skype or google hangouts (or other wifi calling software apps). You would then have to be near a wifi connection. If you opt for this, enable plane mode to keep the phone from asking for account info.

• yes, as long as you have wifi access for your email, google voice, sms, dialers, apps, browser, etc. i have been doing this for years

• I don't believe it will work to make phone calls without activation. We are using it without activation as a programming and control device for small robots and it works great for this purpose, I hope this helps you.
