That is completely normal and need to be left alone without plugging, This hose is not for draining the water, the reason for it installed almost at the center of the dishwasher is for venting and circulating the air and balance the pressure inside it for better wash and most importantly better dry as it works as an air intake when the steam escape it from the top while in the drying process.
