One person would need to be primary and would set the devices up on their account on their phone/tablet. Any other persons in the home or that would have need to be able to control the devices would need to download the app, create a user ID and password, then the primary person would invite the other members of the household to be "invited" to use the devices. Its important to have the non-primary users registered before your try to invite them.
