“Just took my Rebel T6i out of the box...should I be hearing and feeling a slight looseness in the lens? Also, when powered off should I be able to manually focus when switched to MF on the lense?”

The looseness I'm not sure on, however the zoom is always manual. The battery only controls the motor for focus/stabilization
