“The operations panel opens automatically and the paper tray extends when I turn on the printer. When I shut it off, the paper tray retracts, but the panel stays up. Is this normal? Do I push it closed?”

The angled top panel staying open is normal. You don’t have to push is down (shut) but it won’t harm anything if you do. We usually do as it not only looks better but keeps the dust out. Either way though, you’re good. Hope this helps.
