These fans bring the outside air into the computer case. The two fans fill up the side covering nearly all the area with space for air to blow through. If you could somehow move one up to the very top and the other down to the very bottom, to fit one more in the middle, the top and bottom fan would be blowing across solid metal of the side (about half each fan area) Only the new middle fan would have a free path to suck in outside air.
