The 16 mile range is calculated by an unobstructed line of sight distance. I would guess if you can't reach each other at 2.5 miles that there is a high density of buildings affecting your range. You would need radios that have more power to do what you want. My kids use the and they are only good for a few hundred yards in a residential area.
