The short answer is yes. However, I have found that if I tap a button, it does turn on. I'm sure it's a setting somewhere I have missed.
No, when you power off the computer the LEDs go dark.

Hello Mike, the keyboard requires 2 USB ports to function completely. It can work if you only use 1 port, but without the second you won’t be able to use RGB or the USB passthrough (so you can plug something like a mouse into the keyboard itself)
