The PSU has 6 pcie connectors from 3 rails/cables, so theoretically you could do it, but one caution is that you MIGHT have power or performance stability issues with whichever card is on a cable with both connectors used if the GPU pushes power limits. I say this because I have an OC 3080 needing 3 connectors, and when I used my 750 PSU with 4 connectors/2 cables, I had stability issues. Assuming you don't want to pay lots more for 4 cables, you could try 3 cables for the 3080 and 1 shared cable for the 3060ti.

I think the 3060 is going to draw about 200 watts. and the 3080 may draw an additional 320 watts. If you gamming, your probably not using both cards at max power at the same time. If you mining or computing with them, your most energy efficient around half the watts the power supply is rated for.
