• No, the PSU's fan control is automatic based on actual power load being drawn by the computer & its components. This fan will be silent and not run during light to moderate power loads.

• To the best of my knowledge, I don’t believe so. I might be wrong, but iCue didn’t have an option to control the fan speed.
