• No, these are not DOT compliant. These would get you in hot water becausr they cover both ears.

• No these are not usable for bluetooth audio. They use a USB dongle that is plugged into your PC. The Dongle uses a 2.4 Ghz wireless signal (NOT WiFi). Also I would not recommend regular headphones for audio in a vehicle, as it is against the law to have a speaker in or on both ears in most states as it is not safe. Please see my recommendation.
