• I'd say yes, my brother in law lives in Paris, France Baltimore, Maryland and visits Scotland and London often. He uses his unlocked Huawei device with no problems.... Beware of roaming though.

• You can, although you should double check the radio bands that this phone supports. It's pretty limited, designed mainly for the AT&T network.
