You should absolutely be able to play Skyrim with mods on this PC. IF you're ever in doubt check out www.systemrequirementslab.com/cyri this will install a small program that will show what your computer has for components, then you just type the name of the game in question into the website and it'll tell you whether you meet recommended requirements or minimum requirements or none.

However, the amount of FPS you receive in-game will vary depending on the resolution and refresh rate of your display, in-game graphics settings, type of modifications, as well as your network connection.
