Yes it can. Runs really well. I’m adding more ram though. The current 16gigs is fine but 32 for me would be better

It depends on how heavy of programs you use, however even with the standard 16 gb of ram it comes with it does a really good job. As for downloading files it is quick with usb 3.0 and if it is from wifi, as long as you have good wifi, it will download files with great speed.
