This system can absolutely play World of Warcraft on high settings, along with most AAA titles. PUBG should also be playable at high settings, but the in-game performance will vary based off a lot of variables within the game engine itself.
As for noise, this system is going to be no louder than your average gaming PC. If you are using headphones or speakers while gaming, the system typically won't be audible over the game.
