Yes, you can upgrade the components with ease. Depending on the power requirements of the 1080 TI, you may need to upgrade the power supply, but that will depend entirely on what model TI you buy.
And at this time, the current configuration of this build utilizes a third party manufacturer for the graphics card.

While overall this machine runs relatively quiet -- there will be occasions when under high load that the fans will become relatively audible, but should not be anywhere near the decibel levels you are describing.
Thanks,
A:AnswerUtterly,
As we previously stated on your last question, 4K in most triple A titles will run perfectly, but there will always be titles not optimized as well, which can run poorly at 4K. VR will run excellently.
Thanks,
A:AnswerPhilip,
The motherboard currently in the system will not support two GTX 1080's at x16 PCI-E bandwith speed. The upgrade would be for a board that can run both cards at full speed.
Thank you,
A:AnswerPhilip,
While the system can run two GTX 1080's, you would need to upgrade the motherboard and power supply to properly support the graphics cards.
